SSRS Replacement Reporting: No New Release in SQL Server 2025, So Power BI Report Server or Microsoft Fabric?
The SSRS replacement decision: three paths for existing RDL reporting.
SSRS replacement is now a planning question rather than a someday question. SQL Server 2025 does not include a new SQL Server Reporting Services release, and Microsoft points on-premises customers to Power BI Report Server as the home for paginated reporting going forward. That does not mean your current reporting stops working. It means you have time to choose deliberately between three paths: move to Power BI Report Server, move to paginated reports in Microsoft Fabric, or stay on SSRS 2022 for now.
What Changed for SSRS in SQL Server 2025
SSRS 2022 remains the last stand-alone SSRS release, and Microsoft's lifecycle policy lists support for it through 11 January 2033. SQL Server 2022 itself leaves mainstream support on 11 January 2028, so server planning will move before report planning does. Check both dates against Microsoft's lifecycle pages for your exact edition before you commit to a timeline.
The practical effect is simple. New features for on-premises paginated reporting will arrive in Power BI Report Server, and new features for cloud reporting arrive in Fabric. Standing still is a valid choice, but it is a choice to receive no new capability.
SSRS Replacement Reporting Options Compared
Use this matrix as a first-pass filter for your SSRS replacement reporting estate. It compares the three paths on the questions that usually decide the outcome.
| Question | Power BI Report Server | Fabric paginated reports | Stay on SSRS 2022 |
|---|---|---|---|
| Where does it run? | Your servers | Microsoft cloud | Your servers |
| New features | Yes, on the Report Server release cycle | Yes, continuous | No new SSRS release |
| Data must stay on premises | Fits well | Needs a gateway | Fits well |
| Data-driven subscriptions | Supported | Dynamic per-recipient subscriptions | Supported |
| Migration effort | Low | Moderate | None now |
| Best for | Strict residency, on-premises data | Cloud-first reporting and shared governance | Stable estates with a dated exit plan |

Most organizations land on a mix. Reports that read on-premises sources and must stay inside the network suit Power BI Report Server, while reports that feed a wider analytics platform suit Fabric.
Licensing: Who Gets Power BI Report Server
Licensing often settles the question before technology does. Based on Microsoft's licensing guidance, Power BI Report Server is available in three main ways, and you should confirm your own agreement with Microsoft or your licensing partner before you plan.
| Route | What it gives you | Check |
|---|---|---|
| SQL Server 2025 Standard or Enterprise | Power BI Report Server rights with the SQL Server license | Edition and licensing model |
| SQL Server Enterprise with active Software Assurance | Power BI Report Server rights on earlier versions | Software Assurance is current |
| Fabric F64 or larger reservation | Power BI Report Server rights alongside the cloud service | Reservation, not pay-as-you-go, and not F SKUs below F64 |
The last row matters for hybrid plans. A capacity at F64 or above also lets free-license users view Power BI content, which changes the per-user cost of reporting. Our Fabric SKU guide for executives explains the F64 line, and our guide to Power BI Premium capacity and Fabric covers the wider capacity picture.
Migrating RDL Reports to Fabric
Reports written in RDL do not need rewriting from scratch. In Power BI, an RDL report becomes a paginated report, and Microsoft provides two routes. For SQL Server 2022 Reporting Services and Power BI Report Server, the portal includes a Publish option that sends selected .rdl files to a Power BI workspace. For earlier versions, back to SSRS 2012, Microsoft provides the RDL Migration Tool.
Both routes check for unsupported data sources and report features, convert shared data sources and datasets to embedded ones, and give a summary of what passed and what failed. Neither removes anything from the source, so the old server keeps running until you are ready to retire it. Publishing to a workspace other than My Workspace needs a Pro or Premium Per User license and write access.
Microsoft lists items that do not migrate, including image resources, KPIs, mobile reports and report parts. Build an inventory first, and our SSRS to Power BI migration service starts there. Authors moving to Power BI Report Builder will also find our guide to the paginated report authoring experience useful.
A sample SSRS report inventory for reporting migration planning (sample data for illustration only).
- SQL Server 2025 has no new SSRS release, and SSRS 2022 stays supported until 2033 per Microsoft.
- Power BI Report Server suits on-premises data, and Fabric suits cloud-first reporting.
- Licensing routes include SQL Server 2025 editions, Enterprise with Software Assurance, and an F64+ reservation.
- RDL reports migrate with built-in publish or the RDL Migration Tool, and the source stays untouched.
- Inventory your reports first, then migrate in waves.
Subscriptions and Feature Gaps to Plan For
The biggest surprises in SSRS replacement reporting come from features, not file formats. Microsoft documents that paginated reports in the Power BI service do not support shared data sources and shared datasets, document maps in the service view, or SSRS-style data-driven subscriptions. Dynamic per-recipient subscriptions cover much of the same ground by reading recipients and parameters from a semantic model.
| SSRS feature | In Fabric and the Power BI service | Action |
|---|---|---|
| Shared data sources and datasets | Converted to embedded | Review duplicated queries |
| Data-driven subscriptions | Dynamic per-recipient subscriptions | Rebuild the recipient list as a semantic model |
| Standard email subscriptions | Supported, 60-minute run limit | Test long-running reports |
| Document maps | Not rendered in the service | Check exports instead |
| Recipient volume | Dynamic subscriptions read up to 1,000 recipients | Split larger lists |
Test the top reports by business impact first, because a subscription that quietly stops is harder to notice than a report that fails to open.
A Hybrid Path: On-Premises Now, Fabric Later
You do not have to choose one destination for everything. A common sequence is to keep the current server running, move reports that already use cloud sources to Fabric first, and upgrade the remaining on-premises estate to Power BI Report Server when SQL Server 2025 licensing arrives. Reports that publish to Fabric can later share a capacity with the rest of your analytics, and our Microsoft Fabric migration team can plan the order.
Whichever path you pick, set a review date. A written exit plan for SSRS 2022 costs little and removes the risk of reaching a support date unprepared.
SSRS Replacement: Key Takeaways and Next Steps
For most teams, the best SSRS replacement is the one that matches where the data lives and who consumes the reports. Count your reports, group them by data source and audience, and price the licensing routes before you decide. Then pilot a small wave, confirm subscriptions and exports, and scale.
