Crystal Reports to Power BI paginated reports on Microsoft Fabric showing the migration path from Crystal report types to paginated and interactive destinations, by Numlytics

Crystal report types and where each one usually lands in Power BI and Fabric.

Crystal Reports to Power BI is mostly a paginated reporting move, not a dashboard rebuild. Crystal reports are usually pixel-perfect documents such as statements, invoices, registers and compliance packs, and Power BI paginated reports are the format built for that job. This guide explains what the maintenance dates mean, which reports go where, how formulas, groups and subreports convert, how scheduled delivery works, and what licensing to check, so you can plan the move on evidence.

Crystal Reports to Power BI: What the 2026 Dates Mean

Third-party sources report that Crystal Reports 2020 reaches the end of mainstream maintenance on 31 December 2026, and that Crystal Reports 2025 is scheduled to 31 December 2027. We could not confirm either date on SAP's own pages from here, so check SAP's "Crystal Products - End of Mainstream Maintenance Dates" page and your support contract before you set a deadline.

Staying on SAP is a valid option. Upgrading to Crystal Reports 2025 buys time if you only have a few reports. Moving to Power BI makes more sense when you want one platform for paginated and interactive reporting, shared security and cloud delivery.

"Most Crystal reports are documents, so most of them land in paginated reports. The rest are usually dashboards in disguise."

Which Crystal Reports Become Paginated Reports

Microsoft's guidance is simple. Power BI reports are optimized for exploration and interactivity. Paginated reports are operational reports optimized for printing, such as invoices and financial statements, and they print every row of a table however long it is. Sort your Crystal estate with that test, then confirm each report against the checklist below.

Crystal report typeUsual destinationWhy

Sort the Crystal estate by report type before you convert anything.

In our experience, old Crystal libraries often hold duplicated or unused reports. Retiring those first lowers the cost of the move.

How Formulas, Groups and Subreports Convert

We are not aware of a Microsoft tool that converts Crystal reports automatically, so plan a rebuild checked report by report. Microsoft's migration guidance for paginated reports covers SSRS files, and our paginated report authoring guide shows the web editor and when Power BI Report Builder is still needed. The patterns below are the usual mappings.

  • Formulas: Crystal uses its own formula syntax. Paginated reports use expressions based on Visual Basic. Move heavy logic into the query or semantic model so the report only displays it.
  • Groups and running totals: a table with row groups, subtotals and repeating headings covers most grouped layouts.
  • Parameters: paginated reports support defaults, data-driven and cascading parameters.
  • Subreports: you can embed other paginated reports from the same workspace.
  • Custom code: you can add VB.NET functions as embedded code in the report.

Check the gaps early. Microsoft lists custom fonts, custom assemblies, linked reports and SSRS-style shared data sources as unsupported. If a Crystal report depends on a custom font or a user function library, decide the replacement before you commit to a date. Also check that each data source appears in Microsoft's supported list for paginated reports.

Key Takeaways
  • Most Crystal reports are print-ready documents and fit paginated reports.
  • Treat conversion as a rebuild, and retire unused reports first.
  • Move formula logic into the query or semantic model where you can.
  • Check fonts, custom code, data sources and subreports before you set a date.
  • Confirm the SAP maintenance dates with SAP, and keep the Crystal 2025 upgrade as an option.

Scheduling and Email Delivery

Scheduled delivery is often why teams kept Crystal. Power BI subscriptions send a paginated report as an email attachment, hourly, daily, weekly or monthly, with parameter values you set for each subscription. Microsoft documents these limits.

ItemDocumented behavior
Attachment formatsPDF, PowerPoint, Excel, Word, CSV, XML
Maximum attachment size25 MB
Execution limit60 minutes, then a timeout error
Refresh triggerNo After Data Refresh option, data is read at run time
Data-driven deliveryDynamic subscriptions, listed by Microsoft as preview

Admins must enable subscriptions and the export tenant settings. Use caution with row-level security, because an attachment reflects the data permissions of the person who creates the subscription. Our guide to report subscriptions to OneDrive and SharePoint covers further delivery options.

Licensing for Paginated Reporting on Fabric

Microsoft states that license requirements for paginated reports are the same as for Power BI reports. A free license can publish to My Workspace. Pro or Premium Per User lets you publish to other workspaces with at least the Contributor role, and you need Build permission on any semantic model you use. Paginated reports do not require a Premium capacity, but embedding them for customers or an organization app needs an EM, P or F capacity.

For capacity sizing, Microsoft recommends testing representative reports on a clean capacity and reading the CPU use in the Fabric Capacity Metrics app. Confirm current licensing for your own tenant with Microsoft, because terms change. If you also run on-premises SSRS, see our SSRS to Power BI migration service, and our Microsoft Fabric migration team can help you choose one target for both.

A Crystal Reports to Power BI Conversion Example

Take a customer statement with an ageing section, a typical Crystal report. The rebuild follows the same shape each time.

Crystal elementPaginated report equivalent
Group on customerTable row group with subtotal
Ageing formula fieldAgeing bucket calculated in the query or model
Region parameterReport parameter with a default value
Open credits subreportSubreport from the same workspace
Scheduled PDF runEmail subscription with a PDF attachment

Rebuild one report this way, then compare it to the Crystal output line by line, row counts and totals first. A parity check on numbers and layout is what lets finance sign off.

Crystal Reports to Power BI: What to Do Next

Start with an inventory. List every Crystal report, its owner, how often it runs, who receives it and what it connects to, then sort it into paginated, interactive or retire. Our guide to SAP BusinessObjects end of life covers the wider platform, and our SAP BusinessObjects and Crystal Reports to Fabric migration service runs this assessment for you.
